Dr Strange has been trying to cure the Joker since way back in #69 and he clearly isn’t paying any attention to Batman’s warning in #121.

Use his surgeon skills and give him a little lobotomy?
Use his magic to cancel out his madness?

Probably both. It usually is with Type A personalities like that.
