There’s no way he’s allowed to keep his cosmic braclets throughout the duration of his stay in Gotham. His powers alone would render most crime obsolete given the nature of them. And he just doesn’t strike me as a strictly street-level crime kinda guy.
Maybe he feels the urge to prove himself, to be an inspiration to his new young wards, to stop relying on cosmic powers and instead embrace his inner Batman? No? Oh, okay. 😀
As someone who had his hands removed (more than once!) Quasar was very interested once he heard the sidekicks often end up sustaining physical trauma in the place of their mentors.
In all seriousness, though Quasar was a solid dude, but that probably means Robin would play a lot of pranks on him (based on what I remember of B:TAS Tim Drake).

I mean if you mean why be an ex SHIELD agent/Avenger who used to mentored by a giant cosmic floating eye when you can be Batman, then yes! Be Batman!

Most definitely they’d take advantage of his naïveté. You’d think he’d have shed that after the first couple times he lost his hands 🤷♂️
