Crisis on Earth-Prime 
Reed alone should be in jail for his unlawful and illegal imprisonment of violators of the Registration Act in the Negative Zone, which was pretty much the other-dimensional equivalent of Guantanamo Bay.

I’m not a big reader of Marvel/FANTASTIC FOUR but I read CIVIL WAR and even I thought that plan was a bit extreme.

Another interesting note to all this is Reed was initially against something like a Registration act back in an early 90’s issue of the FF (I think during Simonson’s run but I could be wrong) So not only is he a bad for doing that, he’s also a liar and hypocrite.
