OK, maybe I’m overthinking this one, but based off the info you provided it looks like Sinestro rigged the computers to vote against him even though he knew he’d already be downvoted. Does that mean he’s rigged strategically-placed bombs to go off exactly when he was unanimously voted against? Definitely something the 60’s Sinestro would do.
Also, on the VERY unlikely off-chance he’d actually be voted in, that would make that TWO superhero team institutions that willingly allowed a man with an evil-sounding name into their groups, the first being the GLC. I think.
